TIER 2: Catalyze Household Models

State plans to capitalize the building of small homes and/or renovated household models with private rooms and private bathrooms, shared living, cooking and dining and easy access to common outdoor green space.

  • Catalyze submission of state Medicaid plans  promoting preference for 8-to-14-person small homes/cottages, and/or a mix of small homes/cottages and renovated household models featuring private rooms and private bathrooms.

  • Promote CMS collaboration with the Dept. of Housing and Urban Development (HUD) and the Dept. of the Treasury to identify sources of appropriate financing (e.g., housing tax credits, HUD 232 loans, USDA financing, and New Market tax credits) that could be used to accelerate household models/small house builds.

  • Curate collaboration of existing small house and household model nursing home owners and operators in partnership with Program of All-Inclusive Care for the Elderly (PACE) programs, as well as innovative housing-with-services providers and health care systems agreeing to meet all standards.
